一、學校概況CQUPT Overview
重慶郵電大學坐落于著名歷史文化名城、中西部地區唯一的直轄市——重慶，是國家布點設立并重點建設的郵電高校之一，是工業和信息化部與重慶市共建的一所特色鮮明、優勢突出，在信息通信和人工智能領域具有重要影響的高水平大學。
學校現有在校學生3萬余人，其中研究生7700余人。在職教職工2100余人，其中高級職稱900余人，博士生導師和碩士生導師1200余人。學校現有學院17個，本科專業60個，國家級一流專業建設點17個、國家級特色專業5個、國家級卓越工程師實施專業5個、國家級本科專業綜合改革試點專業1個。通信工程等10個專業通過中國工程教育專業認證。近年來，學校學科結構不斷優化、特色日益凸顯，形成了以信息通信技術和人工智能為引領、多學科協調發展的學科特色與學科優勢。學校現有2個重慶市一流學科、16個重慶市重點學科、5個重慶市“人工智能+”學科群建設項目、4個一級學科博士學位授權點、21個一級學科碩士學位授權點、28個專業碩士學位類別及專業領域，涵蓋工、理、管、文、藝、法、教等學科門類。學校工程學、計算機科學、材料科學、化學四個學科進入ESI國際排名前1%（其中工程學、計算機科學已進入2.5‰）。

Chongqing University of Posts and Telecommunications (CQUPT) sits in Chongqing, a famous historical and cultural city and the only municipality in the central and western regions, and is one of the posts and telecommunications universities established by the state, and is a high-level teaching and research university with distinctive features and outstanding advantages jointly built by the Ministry of Industry and Information Technology (MIIT) and Chongqing Municipality, which has an important influence in the field of information and communications.
CQUPT has more than 30,000 students, including more than 7,700 graduate students.There are more than 2,100 active faculty and staff members, including more than 900 teachers with senior titles, and more than 1200 doctoral supervisors and master’s supervisors.There are 17 colleges and 60 undergraduate majors in the university, including 17 national first-class major construction projects, 5 national featured majors, 5 majors implemented by national engineers with excellence, 1 national undergraduate major comprehensive reform pilot program.Communication Engineering and other 10 majors have passed the China Engineering Education Professional Accreditation.In recent years, CQUPT has optimized the discipline structure and the disciplinary advantages have formed with information and communication technology and AI leading the coordinated development of multiple disciplines.
CQUPT has 2 first-class disciplines in Chongqing, 16 key disciplines in Chongqing, 5 “Artificial Intelligence +” discipline group construction projects in Chongqing, 4 first-level discipline doctoral degree authorizations, 21 first-level discipline master’s degree authorizations, and 28 professional master’s degree categories and professional fields, covering engineering, science, economics, management, literature, art, law, education and other disciplines.Disciplines of engineering, computer science, material science, and chemistry are ranked in the top 1% of ESI (of which engineering and computer science have entered 2.5‰).
Adhering to independent innovation, CQUPT is a national advanced collective for information industry science and technology innovation and a national demonstration project base for high-tech industrialization, and is regarded as “the birthplace of China’s digital communication”.CQUPT now has a Mobile Communication Terminal and Internet Controlled National & Local Joint Engineering Research Center, the Demonstration Base for International Cooperation in Science and Technology of Chongqing Industrial IoT (Internet of Things), Big Data Intelligent Computing National International Science and Technology Cooperation Demonstration Base, China-Korea Belt and Road Joint Laboratory on Industrial Internet of Things.There are more than 80 key laboratories, engineering research centers and humanities and social science bases of National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Education and Chongqing Municipality.CQUPT has been honored with awards from the State Science and Technology Awarding Meeting of the People’s Republic of China, the State Technological Innovation Award, the State Science and Technology Advancement Award, and the Top Ten Scientific and Technological Progresses of Chinese Universities.

二、項目定位Program Introduction
優秀青年科學基金項目（海外）旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優秀青年學者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創新性研究，促進青年科學技術人才的快速成長，培養一批有望進入世界科技前沿的優秀學術骨干，為科技強國建設貢獻力量。
The Excellent Young Scientists Fund Program (Overseas) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and related fields to return to China and perform their talents.Scholars are encouraged to independently choose their own research directions and conduct innovative studies, fostering a rapid development in scientific and technological youth talents.The program seeks to cultivate a great number of promising academic commander capable of making contributions at the forefront of global science and technology, thereby contributing to the construction of a technologically strong nation.
三、申報條件Application Criteria
以下條件參考《2025年國家自然科學基金優秀青年科學基金項目(海外)項目指南》。
優秀青年科學基金項目（海外）的申請人應當具備以下條件：
1.遵守中華人民共和國法律法規，具有良好的科學道德，自覺踐行新時代科學家精神；
2.出生日期在1985年1月1日（含）以后；
3.具有博士學位；
4.研究方向主要為自然科學、工程技術等；
5.在取得博士學位后至2025年4月15日前，一般應在海外高校、科研機構、企業研發機構獲得正式教學或者科研職位，且具有連續36個月以上工作經歷；在海外取得博士學位且業績特別突出的，可適當放寬工作年限要求（不適用于通過中外聯合培養方式取得海外博士學位的情況）；在海外工作期間，同時擁有境內帶薪酬職位的申請人，其境內帶薪酬職位的工作年限不計入海外工作年限。
6.取得同行專家認可的科研或技術等成果，且具有成為該領域學術帶頭人或杰出人才的發展潛力；
7.申請人尚未全職回國（來華）工作，或者2024年1月1日以后回國（來華）工作。獲資助通知后須辭去海外工作或在海外無工作，全職回國（來華）工作不少于3年。
8.限項要求：執行中央有關部門關于國家科技人才計劃統籌銜接的要求。同層次國家科技人才計劃只能承擔一項，不能逆層次申請。
The following criteria are referenced from the "Guide for the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) 2025".
Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：
(1) Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
(2) Born on or after January 1st , 1985.
(3) Hold a doctoral degree.
(4) The main research focus shall cover natural sciences, engineering, and related fields.
(5) After obtaining a doctoral degree and before April 15, 2025, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months.For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed (this does not apply to those who obtained their overseas doctoral degree through joint training programs between Chinese and foreign institutions).For applicants who concurrently held salaried positions in China during their overseas tenure, the duration of these domestic salaried positions will not be counted towards the overseas work experience requirement.
(6) Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
(7) Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2024, must resign from their overseas positions or have no employment overseas upon receiving the funding notification.They are required to work full-time in China for a minimum of 3 years.
(8) Restrictive Requirements：Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans.Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
四、依托優勢Advantages and Supporting Conditions

符合研究生導師避選條件和“綠色通道”職稱申報條件的可認定導師資格和職稱，保障碩士、博士和博士后招收指標。
（九）其他待遇
依托我校申報進入會評階段但未入選者，學校聘為“文峰人才工程”傳郵學者崗位，優先推薦申報國家和重慶市人才支持項目，享受相關待遇。

2.Appointment position: Recruits are offered Guomai Scholar position on the public institution system of contractual employment and enjoy the national and Chongqing talent support policies;
3.Benefits: basic salary, provident fund, social insurance and other welfare benefits, entitled to the distribution of school performance pay, Guomai Scholar Talent subsidy and high-level achievement reward; a case-by-case approval system to the settlement grant, scientific research start-up funds;
4.Work equipment: office, lab and other supporting facilities are provided according to work needs, and priority is given in talent introduction and team building;
5.Housing and apartment: housing units of 130-150 m2on campus is provided for recruits and apartment of 100 m2 is provided to foreign talents during the employment period;

五、申請方式Application Procedure
（一）符合條件的申請人，可按照項目指南要求，與依托單位簽訂工作合同或者意向性協議，于2025年3月3日以后登錄信息系統(https://grants.nsfc.gov.cn/) ，在線填寫《國家自然科學基金優秀青年科學基金項目(海外)申請書》 (以下簡稱申請書)。申請人要對申報信息的真實性、準確性作出承諾，對所提交申請材料的真實性負責。
（二）申請人應當按照申請書填報說明和撰寫提綱的要求用簡體中文或英文在線填寫申請書，并上傳附件等材料。申報人和用人單位要認真填寫申報材料，填寫詳細的身份證號、護照號和工作履歷信息，并確保信息完整準確。
（三）優秀青年科學基金項目(海外)實行無紙化申請方式，申請人在線提交電子申請書及附件、公正性承諾書等材料至依托單位，由依托單位審核后在線提交自然科學基金委。
（四）請申請人于2025年4月10日前提交電子申請書及附件材料。
1.Eligible applicants can sign a work contract or an agreement of intent with supporting institutions according to the requirements of the program guidelines, and log in the information system (https://grants.nsfc.gov.cn/) after March 3, 2025 to fill out the Application for Science Fund Program for Distinguished Young Scholars of the National Natural Science Foundation of China (Overseas) (hereinafter referred to as the Application).Applicants must commit to the authenticity and accuracy of the information provided and are responsible for the veracity of the submitted application materials.
2.Applicants should complete the Application in simplified Chinese or English and upload attachments and other materials in accordance with the instructions and outline of the Application.Both the applicant and the employing unit must diligently complete the application materials, providing detailed identification numbers, passport numbers, and work history information, ensuring that all information is complete and accurate.
3.The Science Fund Program for Distinguished Young Scholars (Overseas) is a paperless application.Applicants should submit the electronic Application and attachments, the commitment of impartiality, etc.to the supporting institutions online, and the supporting institutions will review and submit the Application to the NSFC online.
4.Applicants are requested to submit the electronic application form and attachments before April 10, 2025.
