一、項(xiàng)目定位
優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者(含非華裔外籍人才)回國(guó)(來(lái)華)工作,自主選擇研究方向開(kāi)展創(chuàng)新性研究,促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng),培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干,為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。
The National Science Fund for Excellent Young Scholars overseas aims to attract and encourage overseas young talent (including non-Chinese talent) who have made great achievements in the fields of natural science and engineering technology.
二、資助模式 Funding
1. 資助強(qiáng)度:100-300萬(wàn)元。
Funding amount: 1-3 million RMB
2. 資助期限:3年。
Funding period: 3 years
三、申請(qǐng)人條件
Applicant Qualifications
1. 優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)的申請(qǐng)人應(yīng)當(dāng)具備以下條件
Basic requirements:
(1)遵守中華人民共和國(guó)法律法規(guī),具有良好的科學(xué)道德,自覺(jué)踐行新時(shí)代科學(xué)家精神;
Abide by the laws and regulations of the people's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;
(2)出生日期在1985年1月1日(含)以后;
The birth date should be later than January 1, 1985;
(3)具有博士學(xué)位;
Obtain a doctor’s degree;
(4)研究方向主要為自然科學(xué)、工程技術(shù)等;
The main research area are natural science and engineering technology.
(5) 在取得博士學(xué)位后至2025年4月15日前,一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位,且具有連續(xù)36個(gè)月以上工作經(jīng)歷;在海外取得博士學(xué)位且業(yè)績(jī)特別突出的,可適當(dāng)放寬工作年限要求;
The applicant should generally obtain formal teaching or research positions in overseas universities, scientific research institutions or research & development institutions of enterprise, and have worked continuously for more than 36 months before April 15, 2025. For those who obtained Ph.D. degree overseas and have outstanding performance, the requirements on working years can be relaxed appropriately.
(6) 取得同行專(zhuān)家認(rèn)可的科研或技術(shù)等成果,且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/span>
The applicant should obtain relevant achievements recognized by experts in the same field, and have the potential to become an academic leader or outstanding talent in this field.
(7)申請(qǐng)人尚未全職回國(guó)(來(lái)華)工作,或者2023年1月1日以后回國(guó)(來(lái)華)工作。獲資助通知后須辭去海外工作或在海外無(wú)工作,全職回國(guó)(來(lái)華)工作不少于3年。
For the applicant who has not returned/came to work in China as full-time faculty, or returned/came after January 1, 2023, they are required to work in China as full-time faculty for at least 3 years after getting funding.
2. 限項(xiàng)要求Application Limitation
執(zhí)行中央有關(guān)部門(mén)關(guān)于國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國(guó)家科技人才計(jì)劃支持期內(nèi)只能承擔(dān)一項(xiàng),不能逆層次申請(qǐng)。
The requirements of relevant departments of the Central Government on the overall planning and connection of the national scientific and technological talent plan will be implemented. Only one national talent plan can be applied on the same level and cannot be applied in reverse level.
